Juan M Montero, II, MD, FACS

founder

Dr. Juan Montero, II is the Founder and President (emeritus) of Montero Medical Missions. Dr. Montero was born and raised in the Philippines. He is a retired general and non-cardiac thoracic surgeon – specialties he practiced for 35 years in the Hampton Roads area.

K. Loren Hubbard Jr., J.D.

Chairman of the Board

Loren Hubbard Jr. serves as the Chairman of the Board for Montero Medical Missions, bringing a dynamic background in public service, nonprofit leadership, and financial expertise. He joined MMM in early 2025 after being nominated by founder Dr. Juan Montero and appointed by the board for his demonstrated passion for mission-driven work and civic engagement.

A native of Chesapeake, Virginia, Loren currently works as an Agent and Registered Representative with New York Life and NYLIFE Securities, where he provides trusted financial guidance and solutions to individuals and families across the region. Prior to his career in financial services, Loren was a general consultant for a political consulting firm, where among many other projects he directed multimillion-dollar fundraising efforts for political campaigns, advocacy groups, and nonprofit organizations.

Loren’s dedication to service began early. While in college, he founded the Hampden-Sydney Mentor Program, which paired students from Hampden-Sydney College with local youth from Prince Edward County. The program continues today as a lasting example of community engagement and mentorship. He has also participated in international service trips to Belize and the Dominican Republic through Hampden-Sydney’s “Beyond the Hill” initiative.

Loren holds a Bachelor of Arts in Government from Hampden-Sydney College and a Juris Doctor from the University of Richmond School of Law. He is Series 6 and 63 certified, with specialized training in financial planning and investment products.

He currently resides in Norfolk, Virginia with his wife Anna and is actively involved in local civic and professional organizations, including the Norfolk Chapter of Ducks Unlimited, the Hampton Roads Chamber of Commerce, the Western Tidewater Young Republicans, and the South Hampton Roads Hampden-Sydney Alumni Board.

PAUL N. MONTERO, MD, FACS

Board Member

Dr. Paul Montero is a graduate of the University of Virginia and attended medical school at Eastern Virginia Medical School. He completed general surgery residency at the University of Colorado and then did a Minimally Invasive Fellowship at Carolinas Medical Center. He returned to join faculty at University of Colorado where he now serves as an Associate Professor in the Department of Surgery. He served as the medical student Clerkship Director for many years and has interests in simulation training, ergonomics, surgical philanthropy. and abdominal wall reconstruction. He and his wife Charlotte live in Denver, Colorado and have three young children. They enjoy travel, snowboarding, and music.

Adam Bowman

Treasurer, Board Member

My name is Adam Bowman and while I consider Norfolk my home at the moment, it hasn’t always been that way. I was born November 21st, 1993, in Memphis, Tennessee. By the age of three I had already moved from Tennessee to South Carolina to California and by fourth grade I was already attending my third elementary school and had moved to the Philadelphia suburbs. By the summer going into my freshman year of high school, I was on the move again, this time to the suburbs of Chicago, and no, my parents were never in the military. Luckily that was my last move as a child and after my senior year of high school I moved to Madison, Wisconsin attending the University of Wisconsin in 2011. Seven years and countless snowstorms later put me at the summer of 2018 and my most recent move. My family had been out here for about a year after my sister went to William & Mary and in September 2018, I moved from Madison to Norfolk. Now another seven years later, Virginia is much more than another stop on my journey through life, it’s my home. Working full time as a sales officer for TowneBank, I’ve been able to set up permanent roots here purchasing my first home in Norfolk in 2022 and getting engaged just earlier this year. The future is always unpredictable but I’m looking forward to becoming an active member of the Chesapeake community for years to come.”

VICKI BRETT, RDH

Executive Director

Vicki L. Brett serves as the Executive Director of Montero Medical Missions, a nonprofit
organization providing free dental services to veterans and developing sustainable
global healthcare projects. With decades of experience in clinical dentistry and
healthcare education, she previously served as the Prevention Dental Service
Coordinator for the Virginia Department of Health and as Campus Director of Academic
Affairs at ECPI University.

An advocate for community service, Ms. Brett serves on the Boards of Park Place
Dental Clinic and the Virginia Dental Association Foundation, and has chaired Mission
of Mercy (MOM) projects since 2014. Her contributions to dental care and education
have earned her ECPI University’s Community of Excellence Award.

She holds a Bachelor of Science in Dental Hygiene from Old Dominion University,
maintains DANB Certified Dental Assistant (CDA) credentials, and is active in several
national and regional dental associations.

SHANE RODDY

Board member - Technology Chair

Shane Roddy is an entrepreneur with a heart to help others. He strives to lead by example to show his children and others that even through past adversity and missteps, one can overcome anything with determination, faith, and a kind heart. Shane has been on several NGO boards throughout his career and has a passion for developing new ways to utilize his 25+ years of IT experience and expertise to further the missions and goals of organizations to help them, help others.

LOUIS COSTA

Board Member

Louis Costa is a serial entrepreneur of 25 years, currently CEO of 55W International Inc. With his undergraduate in electrical engineering and graduate studies in business admin background, he has founded companies in the US and Europe specialized in software engineering, diagnostics and biotech consulting. His current company is helping organizations develop AI, machine learning, industrial design and other digital transformation solutions with partnerships companies in Poland and Finland. Louis is also a US Navy Gulf War veteran.

JASON LAWRENCE, DDS

Board Member

A native of Chesapeake, Virginia and a graduate of Western Branch High School, Dr. Jason Lawrence earned a Bachelor of Science in Biology from Old Dominion University and his Doctor of Dental Surgery from Virginia Commonwealth University School of Dentistry in 2020. Dr. Lawrence is passionate about all aspects of general dentistry and is thrilled to have returned home to serve his community.

Kimberly Jackson

Secretary, Board Member

Kimberly Jackson is a distinguished expert in Behavioral Health, a Qualified Mental Health Professional, a Certified Substance Abuse Counselor Supervisee, a Mentor, and a Business Advocate. She is celebrated for her strategic leadership, driven by unwavering tenacity, determination, and passion. Over the past decade, Kimberly has amassed a broad spectrum of expertise in business consulting, counseling, human resources, program development, community-based social work, and project management, holding various leadership roles.

 

Kimberly’s professional journey began as a Service Coordinator for a reputable private behavioral health provider. Her immediate success in curbing revenue loss and devising effective business strategies swiftly led to her promotion to Program Director. She later led a prominent behavioral health support services agency, providing top-notch services to a diverse clientele. Kimberly has also guided a committed team of Licensed Professionals, adeptly managed all business operations, and ensured compliance with regulatory standards.

 

As the founder of United Community Solutions LLC, a behavioral health agency, Kimberly is driven to effect positive change in communities. She is dedicated to delivering quality care by recognizing individuals’ goals, environmental influences, and strengths to foster overall wellness. Within her practice, she developed The Tailored Care Model (TTCM), designed to address the social determinants and unique needs of individuals requiring behavioral health treatment.

 

Kimberly formed a collaborative alliance with Montero Medical Missions to address the disparity in mental health care access between insured and uninsured individuals. This significant partnership garnered recognition from various government officials and local leaders, highlighting its impact on addressing the behavioral health crisis across Hampton Roads.

 

Kimberly’s dedication to helping individuals and businesses thrive is bolstered by her robust educational credentials. She earned a Bachelor of Arts degree in Psychology and a Master of Arts degree in Human Services (Family and Marriage Counseling) from Hampton and Liberty University. Additionally, she serves on the state Board of Social Work and is an active member of Delta Sigma Theta Incorporated. Kimberly is also a Board Member of Survivor Ventures, a member and Program Committee Volunteer at the American College of Healthcare Executives, and serves on the Citizen Advisory Committee for the Chesapeake City Council. Furthermore, she is on the Board of Directors of the Virginia Association of Community-Based Providers and Montero Medical Missions, as well as an advisory board member for Mount Trashmore at the YMCA of South Hampton Roads, further highlighting her commitment to her field.

 

She successfully completed the Asuba Water Project in Accra, Ghana, which involved installing a mechanized borehole and two 6,000-liter overhead storage tanks. This initiative provided a reliable source of clean water to the Asuaba Presbyterian Junior High School, addressing critical water scarcity and health issues in the community, especially during the dry season. This project underscores her commitment to improving community health and access to essential resources.
